When it comes to energy efficiency, every improvement helps. The Home Electrification and Appliance Rebates (HEAR) program helps cover the cost of qualified energy efficiency upgrades, such as:
- Insulation and air sealing
- Heat pump systems and appliances
- Induction cooktops and stoves
- Electrical wiring and panel upgrades
HEAR offers point-of-sale rebates at participating retailers and post-purchase rebates for purchases made at other retailers. You can also get help with the cost of qualifying home upgrades completed by Authorized Contractors.

How Does the Program Work?
Who is eligible?
North Dakotans who earn below 150% of Area Median Income (AMI) or who participate in certain state or federal benefit programs.
What is offered?
Up to $14,000 performance-based rebates on select energy-saving upgrades like ENERGY STAR electric appliances.
What forms are necessary?
- Proof of homeownership
- Proof of ownership occupancy (only if the applicant is not listed on the ownership document)
- Proof of income (required only if household income is below 80% AMI)
- Recent utility bills

Three Ways to Get Your Rebate
Point-of-Sale (Instant)
Use your coupon at participating retailers. The rebate is applied directly at checkout, so there's no waiting for reimbursement - you pay the reduced price and walk out with your new appliance the same day. Your coupon can also be used online, depending on the retailer.
Post-Purchase
For retailers that are not able to offer point-of-sale rebates, you can submit your paperwork after you make your purchase. Rebates are typically processed and paid within 30 days of all paperwork being received. You get to choose how you receive your rebate - Venmo, Paypal, or check. (All rebates over $1,000 will be provided by check.)
Authorized Contractor Installation
Work with any Authorized Contractor to complete your project, and your rebate will be applied directly to your invoice.
How Do I Know If I Qualify?
The amount of your rebate is dependent on your income.
Households below 80% of AMI receive 100% of project costs up to $14,000. Households between 80% and 150% of AMI receive 50% of project costs up to $14,000.

Get a Heat Pump Clothes Dryer
Heat pump dryers use 50% less energy than conventional electric dryers and are gentler on your clothes. They recycle heated air instead of venting it outdoors. HEAR offers up to $840 in rebates for ENERGY STAR certified models.
Install a Cold-Climate Heat Pump
Modern heat pumps work efficiently down to -15°F and can cut your heating costs by 30-50%. Whether you choose a ducted system for your whole home or a ductless mini-split for specific rooms, HEAR provides up to $8,000 in rebates.
Add DIY Insulation to Save on Heating
ENERGY STAR certified blanket, batt, or rigid board insulation can be self-installed in walls, attics, floors, and foundations. Proper insulation keeps your home comfortable and reduces heating costs. HEAR offers up to $1,600 in rebates.

Who is eligible for HEAR rebates?
| HEAR program eligibility is based on income and household size. North Dakota residents, both owners and renters of single or multifamily homes, may qualify. Enrollment in federal assistance programs like LIEAP or Medicaid can also make you eligible for greater rebates without additional income verification. |
